This Regional Hub Triage Template serves as the localized Human-In-The-Loop (HITL) manual for Year 2 expansion leads.

While the SaaS ERP provides centralized, global data visibility, local Hammers are equipped with a standardized framework to manage regional variables — including zoning requirements, climate-specific materials, and labor pools — without compromising the 5-Year Green ROI model.

BHS Command Center (Admin Only) — WordPress Plugin for Bangs & Hammers

This document defines installation scope, feature requirements, acceptance criteria, and a test checklist for the BHS Command Center plugin package delivered to the Bangs & Hammers web developers.

1) What Gets Installed on the Website

Install on the Bangs & Hammers WordPress website:
Plugin ZIP: bhs-command-center.zip

The ZIP is uploaded and activated through WordPress Admin (Plugins → Add New → Upload Plugin). Once activated, it registers admin-only functionality: triage ticketing, alert automation, reporting exports, and audit logging.

Not installed on the website:
This Developer Handoff HTML Spec is a documentation artifact. It may be stored in the developer repository, in internal project documentation, or posted as a private/internal WordPress page if desired. It is not required for plugin functionality.

2) Governance Intent and Operating Rule

Bangs & Hammers operates under a Human-In-The-Loop (HITL) governance model. The Command Center enforces an institutional truth rule:

If an item is not logged, triaged, verified, and closed in-system, it is not considered resolved.

The plugin is intentionally admin-only to protect investor-facing narratives and ensure internal control, auditability, and disciplined operational reporting.

3) Installation Requirements

  1. Upload bhs-command-center.zip via WordPress Admin → Plugins → Add New → Upload Plugin.
  2. Activate the plugin.
  3. Navigate to WP Admin → BHS Command Center → Alerts & Settings.
  4. Configure email recipients:
    • RED Alert Recipients (immediate critical alerts)
    • SLA Breach Recipients (escalation alerts when due time passes)
  5. Confirm outbound email deliverability. For reliable alerts, configure SMTP on the host if needed.

4) Admin-Only Scope (Hard Requirement)

  • The Command Center is admin-only. There are no public pages and no public dashboard output.
  • Access is gated to users with manage_options capability by default.
  • Any future expansion to public dashboards must be treated as a separate approved scope with governance review.

5) Features Delivered in Version 1.0.0

5.1 Admin Dashboard

  • Top-level WP Admin menu: BHS Command Center
  • Tiles: Open RED, Open YELLOW, Open GREEN, Open SLA Breaches
  • Quick actions: Log New Ticket, View Tickets, Generate Report
  • Governance callout text reinforcing the truth rule

5.2 Triage Ticketing (CPT)

  • Custom Post Type: BHS Triage Ticket
  • HITL Fields:
    • Project ID, Site Name
    • Severity: GREEN / YELLOW / RED
    • Status: New, In Review, War Room, Resolved, Closed
    • Owner assignment (WP user)
    • Due At (datetime-local)
    • SLA minutes defaulting from Settings (RED/YELLOW)
    • Evidence Links (multiline)
    • Budget Variance (%) (optional)
    • Energy Delta (kWh) (optional)

    • HITL Verified checkbox (records an audit event)
  • Admin list columns include severity, status, owner, due date, SLA breach indicator

5.3 Automated Email Alerts

  • RED Alert: When a RED ticket is created/identified and has not been alerted before, an email is sent to the configured recipient list.
  • SLA Breach Alert: If a ticket has a Due At time and is not Resolved/Closed by that time, an escalation email is sent and the ticket is flagged with an SLA breach marker.
  • Scheduling: WP-Cron runs checks at a five-minute interval.
  • All alert actions write to the audit log.

5.4 Report Generator + Blogger-Ready HTML Export

  • Admin page: BHS Command Center → Reports
  • Templates:
    • Board Update (governance and operational health narrative)
    • Investor Transparency Update (public-safe transparency summary)
    • ASM Script Draft (slide-by-slide speaking notes)
  • Window options: last 7 / 30 / 90 days
  • Outputs:
    • Saved as a Report record (CPT) for version history
    • Displayed as HTML in a text area
    • Copy HTML button for paste into Blogger or internal documentation
  • Default governance + securities + proprietary footer included (editable override in Settings)

5.5 Audit Logging

  • Creates database table: wp_bhs_cc_audit_log (prefix varies)
  • Logs key field updates, alert events, and HITL verification events
  • Admin page: BHS Command Center → Audit Log (Recent)

6) Acceptance Criteria (Definition of Done)

6.1 Installation and Access

  • Plugin uploads and activates without fatal errors.
  • Menu BHS Command Center appears in WP Admin.
  • Non-admin users cannot access any Command Center pages (admin-only enforcement).

6.2 Triage Ticket Creation and Governance Fields

  • Admin can create a triage ticket with required core fields (severity/status/title).
  • Due At accepts valid datetime-local format and persists after saving.
  • HITL Verified checkbox persists and records who/when verification occurred.
  • Admin list view shows Severity, Status, Owner, Due, SLA Breach columns.

6.3 Alerts

  • When a ticket is marked RED, the system sends exactly one initial RED alert email (per ticket) and records an audit event.
  • When Due At time passes without ticket being Resolved/Closed, an SLA breach email sends and ticket is flagged (and audited).
  • Alert recipients are configurable through Settings and accept multiple emails.

6.4 Reports

  • Admin can generate each template and receive a saved Report record.
  • Generated output is valid HTML, contains governance footer, and is copyable for Blogger paste.
  • Copy HTML button works in modern browsers and copies the full report HTML.

6.5 Audit Log

  • Audit log table is created at activation.
  • Field changes and HITL verification writes entries visible in Audit Log page.
  • Alert sends and SLA breaches create audit entries.

7) Test Checklist (Developer Verification)

7.1 Smoke Test: Install

  1. Upload and activate bhs-command-center.zip
  2. Confirm menu visibility: WP Admin left nav shows BHS Command Center
  3. Visit Dashboard page; confirm four tiles render and no console errors appear

7.2 Triage Ticket Workflow

  1. Create new ticket: set severity YELLOW, status New, assign an owner
  2. Set Due At to 10 minutes in the future; save; confirm it persists
  3. Add evidence links (multiple lines) and resolution notes; save; confirm preserved
  4. Check HITL Verified; save; confirm:
    • HITL Verified remains checked
    • Audit log contains a hitl_verify action

7.3 RED Alert Test

  1. In Settings, enter developer email into RED recipients.
  2. Create new ticket and set severity to RED; save.
  3. Wait for WP-Cron to execute or manually trigger cron events (developer method).
  4. Confirm:
    • Email received with ticket title and admin edit link
    • Ticket meta includes bhs_alert_sent
    • Audit log contains alert_sent event

7.4 SLA Breach Test

  1. In Settings, enter developer email into SLA recipients.
  2. Create a ticket with Due At set to a time in the past (1–2 minutes ago), status New, not Resolved/Closed.
  3. Run WP-Cron or wait for scheduled execution.
  4. Confirm:
    • SLA breach email is received
    • Ticket meta includes bhs_sla_breach
    • Admin list column “SLA Breach” shows YES
    • Audit log contains sla_breach event

7.5 Report Generator Test

  1. Create at least 2 tickets (one YELLOW, one RED) within the last 7 days.
  2. Go to Reports → generate Board Update for last 7 days.
  3. Confirm the HTML appears in the textarea and includes:
    • Operational counts (RED/YELLOW/GREEN, SLA breaches)
    • Governance callout section
    • Footer with governance + securities + proprietary notices
  4. Click Copy HTML; paste into a text editor; confirm full output copied.

7.6 Admin-Only Enforcement Test

  1. Create a non-admin user (Subscriber) and attempt to access Command Center admin URLs.
  2. Confirm access is denied (permission enforcement is working).

8) Developer Notes and Constraints

  • Alerts rely on wp_mail(). For strong deliverability, configure SMTP on the WordPress host.
  • WP-Cron depends on site traffic. If the site has low traffic, configure a real cron hit to wp-cron.php.
  • This version avoids public endpoints and avoids front-end rendering by design (governance protection).
  • Any expansion (public dashboards, investor portals, API integrations, SMS alerts) should be treated as a new approved scope with a governance review.

Governance Notice: This specification defines internal governance tooling for triage, reporting, and auditability. The Command Center is intended for administrative and operational control.
